Wet suits keep you warm by placing a layer of neoprene  between you and the water.  A thicker suit gives you more thermal protection.

But a thicker suit doesn't guarantee a warm dive.  When you dive, small amounts of water can seep into the suit and get trapped where it gets heated by your body.  Too much water circulating through the suit will result in a loss of body heat, negating the benefits of the neoprene.  For this reason, finding a suit with a snug fit and good seals at the neck, wrist and ankles, is critical for staying warm.
